Unplugged & Engaged: Cell Phone Policy Implementation Toolkit

Implementing a bell-to-bell, phone-free school environment involves more than establishing a policy. Clear communication with staff, students, and families is essential to helping school communities understand the purpose of the policy and what to expect.

Unplugged & Engaged is a toolkit designed to support K–12 schools as they implement local cell phone policies. It includes ready-to-use communication resources, including letters and presentation slides for staff, students, and families, that schools and districts can adapt to meet their needs.

The toolkit focuses on communicating expectations and supporting implementation. It is not intended to guide policy development. Schools should adapt the resources to align with their local policies, district procedures, and current state requirements.
